procedūrinė demokratija statusas T sritis Politika apibrėžtis Minimalistinė demokratijos samprata, kurią riboja rinkimų procedūra. Pabrėžia politinių lyderių konkurencinę atranką, jų svarbą ir savarankiškumą, demokratijos instrumentinę paskirtį. Žymiausi atstovai – M. Weberis, J. Schumpeteris. Weberio moderniosios visuomenės prigimties ir struktūros analizė esmingai pakeitė nuostatas dėl demokratijos. Pasak Weberio, moderniosios ekonomikos sistemos ir masinis įpilietinimas lėmė partinės politikos ir partijos lyderių pirmenybę „garbingų žmonių“ parlamentarų atžvilgiu. Modernioji visuomenė ugdo naujo tipo profesionalų politiką ir naują demokratijos modelį. Klasikinį, vertybėmis grindžiamą demokratijos modelį keičia procedūrinis, elito konkurencinis modelis, siejamas ne su aktyviu piliečių dalyvavimu, bet su konkurencine lyderių atranka ir įteisinimu. Panašios nuostatos dėl demokratijos laikėsi ir Schumpeteris, „kitos demokratijos teorijos“ autorius. Jis kritikavo klasikinę demokratiją dėl normatyvumo ir kūrė realistinę – procedūrinės demokratijos teoriją. Pasak jo, demokratija reiškia tik tai, kad žmonės turi galimybę pripažinti ar nepripažinti tuos, kurie juos valdys. atitikmenys: angl. procedural democracy
